Some landlords will have the rule that all repair requests from tenants that don't involve "blood, fire or flood" are to be sent via snail mail (as opposed to texts or phone calls).This can slow down non-emergency requests.In addition, when one grows tired of complaining tenants, they might offer them the "Happy Clause" (i.e, "You don't sound happy living here and it appears we can't meet your needs.
