In my research I found a clause that covers this situation -- The request may also be denied if: (1) the specific assistance animal in question poses a direct threat to the health or safety of others that cannot be reduced or eliminated by another reasonable accommodation,There's no way this dog can get to a private bedroom without going through shared spaces, so I think I'm on solid legal ground in telling the potential applicant "sorry."
