From what I'm reading this landlord may be shooting themselves in the foot on several fronts1.

Price per square foot is $88.

I know have a foot in the game and am excited to see where this will take me.

Increasing the square footage of the usable living space is the best way, since cost per square foot is how comparable sales will be used to evaluate the value.

Can I go with another mortgage officer; or will all appraisers deny the loan based on a 3 foot crack and an oven/range missing in one unit?

What are the typical construction costs in the area per square foot for an average rehab?

However, I don't think I've seen a single contractor or person ever step foot on the property.

IF it is 1,400 square feet and you are thinking of $64.28 per square foot to do the renovations you are probably on a reasonable path. 

Get clear with yourself about your reasons for zero-ing in - this is good discipline when you start to get drawn out of area if you get frustrated that there are no deals around - doing your homework on the area you buy in is crucial - if you stay clear you won't get wrong-footed.
