Can't say I can help with this, but I like the name of the town (although they spell it wrong)!

@Chris Clothier providing the PM spells out they will not accept liability for the tenant when they haven't placed it it might still work.

First off, I'm a little embarrassed for spelling "vinyl" wrong. 

I would think someone who grows marijuana would know how to spell marijuana, but I guess that is asking too much.

This is assuming you have this spelled out in the lease.  

Set up a charitable grant, or something like that with conditions spelled out.
