For some reason I thought a 95% would have a EC motor w/ mod gas valve, and a zoning controller could simply integrate into the units control board.

As I said, many of the mod's in the market have pushed those rates down to 1% and 2%, so even from a rate stand piont, it benefits the lender, which is the same reason the legislation was created to begin with.

(from a Roofer) For a residence (duplex), it's probably best/easiest to go with an asphalt type material (as Eugene mentioned), like Mod Bit (Modified Bitumen).

If in a residential neighborhood, and most of the houses have shingles... your flat roof may be just fine with using Mod Bit materials (Modified Bitumen).
