I often get to Sandy Springs to visit family.

@Sandy Suschana my initial intent was to flip houses and build up some cash flow then get into apartment units.

Crazy clay soil-  so most homes need or will need foundation repairs/maintance.You actually water the foundation like a lawn. 

Same soil additives?

According to the contractor, the soil on the lot would allow for a much more reasonably priced system and tells me I should try and purchase the land. 

Well, then hurricane Sandy came and wiped out a lot of the island leaving many houses abandoned once the owners got their insurance check.  

The assessor's office advised us to use the land value as stated on the property tax bill for the land value on the form before and after the fire, since there was no contamination of soil or anything else that would affect the land value.

Even the Illinois side of the STL metro area is different, I think the soil and water table can make a difference in the foundation style that you'll see.

And honestly with the soil makeup, I stick to saskatoon.
