In San Antonio TX (for instance--a Sub-Tropical Climate) Section-8 does not require an A/C in the unit, but if it is there it must meet certain standards:--  The AC (if provided) and Heater must be working and maintained within the unit at all times.-- Between November 1 & March 31, interior temperature must reach 65 degrees or warmer.
