Honestly, I believe that punishments are much lighter for socio-economic classes and the challenges they face, where as punishment is much more severe should someone for a lower socio-economic situation dare break the rule.

Social culture, accepting personal responsibility, educating oneself, not getting into trouble, enforcement and harsher punishments for gang-related and violent activity, responsible spending and even remotely decent financial choices (it's amazing how many people in the ghetto get weekly manicures and plasma TVs), additions, desire to work, access to food and heath care (mental healthcare included), safe childcare, etc. has to change before pretty buildings will improve a community.

If they put a hole in the wall and you need to patch it before you can paint it, then it makes sense to charge the tenant for the hole.You should charge the Tenant to restore the unit back to its original condition, not as punishment.

Hi Kimberly,We charge $95 a fee of $200 if we have to come out and change the filter, It's meant more like a punishment as our cost is $95 (we have a licensed HVAC contractor to come out, he also checks the systems for proper function).
