Get the property under contract ASAP, have your attorney draw up something such that you can use your down payment to bring the loan current (cure the default = 86 the auction sale) as if you were taking the property subject to the existing loan, then proceed through a normal closing like any other purchase / sale.

If they are negligently damaging the unit you can serve a "cure or quit" which basically says fix X or vacate the premises or be subject to eviction.That is your legal standing to cause them to fix things or be able to begin legal action if you needed to prevent further damage to your unit.

Also the local planning and zoning may have people just like you who have been looking at the property to do something but want help with local buy in - so if a developer who knows what they are doing were to develop those properties, your property value would go up and you win.Grocery sounds good because of our urban core food deserts.Is there a neighborhood association - if there is get on in and learn and get to know the other property owners and partner - if there isn't one, maybe start one - call a meeting of all the owners and city planning - in KCK - the Unified Government does a lot to work and grow their urban cure.
