I'm seeing MLS sold listings from $100K at the low end (17420 Schenely) to $130K (17824 Landseer)... so seems odd that you've labeled it 'C' rather than 'C+' or 'B' based on your scale and your stated parameters.Have you ever talked to @Art Perkitny before?

@Hwan KimI would also look at it as the states with great cashflow are kinda like class C or worse (30,000 foot view).

I didn't install the a/c or the water heater that was all the previous owner's work. brought it up and have different plans for to help prevent break-ins, but even banks get robbed lol.

I wouldn't bet on getting any money back either...this is a situation where you have to weigh severing ties to get the job done or death by 1000 pin needles as he SLOWLY finishes the work.I'd also make sure you get him to sign a lien waiver before you fire him.

In my area unless I'm willing to go to c or d neighborhoods would not be able to find anything for less than 200k and would not cashflow.
