one of my clients that has a pretty big PM company.. had a unique way of doing this.He offered 50% of the first months rent or 500.00 minimum.. he would have 4 or 5 agents at the weekly meeting handout the list of vacants .. each of them would go place a sign in the yard and first come first served.. he found that potential tenants would call the first sign if no answer they called the next one until finally someone answered.. it worked pretty awesome for him. 

In your proposed case you would be compounding this negative position by taking away the best source of financing for a large percentage of potential buyers.  

I remember some of my staff trying to rent rooms and they would get 70 applications and interview potential roommates in person to see if it was a good fit.

He dismissed SB1079 as impractical and not worth the investment, mainly due to the lack of a centralized system for tracking auction dates.Despite this, I still believe SB1079 has great potential, and I would love to learn more about how it can be applied effectively.
