To make a long story short he basically told me that the owner developed Parkinson's Disease a few years back and it's getting so bad that he can't do much any more so he is kind of desperate to sell it.

I also want to add, my wife's grandmother has dementia and early on she went through a year or so of accusing all of her relatives of being thieves and trying to ruin her life, I remember it being a normal part of the disease.

I don't know if the Chesapeake/Norfolk/Virginia Beach area is big enough to have those laws, but check the city and county web sites as well.Because of COVID-19, there is currently a nationwide ban on evictions for non-payment of rent, from the Centers for Disease Control (CDC).
