You can make some educated guesses, but you never know what's coming down the pike to change the market. 

Chances are today Austin is a little more liberal so if there are not additional restrictions on landlords today, I can see that coming down the pike.

They get marching orders frequently from politicos above them so they will know and probably already have renderings for the path of progress and any significant changes coming down the pike.  

Grafton Hill / Vernon hill are near the Mass Pike resulting in a lot of commuters who work closer to Boston.
