Ryan,If you can fix your moisture problem with the above mentioned sealants, I think your best bet is to patch the spall in the bottom face of the slab with concrete and then provide some sort of strapping system (steel/carbon fiber) in the short direction of the porch on either side of it.  

They look great on paper.That all said (as a gentle warning), There are great deals that can be found in other cities.

In addition, he includes a thermal moisture test and house leveling test free with every inspection.

If you put lay carpet, you also run the risk of water and other moisture stains holding on top of the wood which can hurt its long term appearance more than scratches from leaving it unconvered.
