Primer is to either cover a dark color or as a first coat on new drywall... or in the event you have nail holes patched and need to spot prime, or are trying to cover other stains or odors such as cig smoke.

I would say to find a realtor who works with investors in the North end to nail down those numbers, honestly I would be inclined to convert the single car garages into a 2nd bedroom.
