Closest I found is Toronto. 

But that’s the same reason my family has just decided to invest closest to us in Indiana so they can easily drive by properties.

I think this is the closest to charging just a percentage and not a placement fee there is in the Twin Cities.

Also could see who is developing the closest new subdivisions and see if they'd have an interest.
