List segmentation can occur at most any point, both in aggregating and compiling data records as well as during and after contact established during a campaign.In my early years we did not have the benefit of PC's, so we manually vetted records based on a cursory eyeball decision as to their likihood to produce a profitable result.

I suggest you use the mail > call > knock technique and build campaign(s) around a sequence of contact points after segmenting your lists.

Three things you can do today to improve them...Segment your absentees...these are the most mailed lists of any (try mailing non homestead properties that may be listed as owner occupied) -I have bought a few last year from this.
