Hi Kumar, If you don't have an outlet available under the sink pulling the electric down under the sink will be the most expensive part of the install (probably) if you can't DIY it.

I read the covenants, conditions and restrictions and it states that the Common Area is "conduits, pipes, plumbing, wires and other utility installations (except the outlets thereof when located with-use of two (2) or more units which may protrude into the airspace of a unit;" Does the HOA hold any responsibility?

I’d probably charge you about $2-250 to remove, re-plumb, blank plates on switch/outlet under sink or put the wire in a J box under the sink.
