It is in a great location, and listed for an unusually low price for this area,  and it didn't even look that bad in the online photos (for a foreclosure), so I figured it must have something unusually negative about it that wasn't readily apparent, like "black mold" or whatever.

then IMO it's perfectly reasonable for an agent to charge a per-showing fee.By contrast if you're actually all lined up and ready to rock, then this would be unusual

Honestly, because permits are technically required for just about everything besides paint and carpet in many places, it is pretty unusual to find a property where everything was permitted.

If that permit is on a separate lease that is paid after all late fees and rent, then it doesn't sound that unusual to me.
