Your preliminary title report would tell you whether the property Provides you an ingress/eagress easement which may be reciprocal to: a) the roadway property (b the property in question and c) all the properties adjoining the roadway (and possibly in the development.Once you've gotten to the point of figuring out who owns what and what land is encumbered by an easement to whom then you'll also want to try and find out if there is an operating and maintenance agreement on file with the governmental agency that issues the original parcel/lot approvals.And to answer your question, yes developers create separate roadway parcels and depending on the time either keep ownership with an operating agreement dictating use and maintenance (and perhaps paying property taxes, deed them to a local government (although without a requirement for maintenance (sometimes) or make them part of an hoa.I bought the property, and worked through tracking down ownership, getting lots splits and correcting the easement and creating an operating agreement for maintenance with the neighboring property owners that also benefited.

With the MLS you should be able to access most of the Southern CA markets reciprocally and they can explain to you how to do so.

Let's say MA, CO or TX; These states have reciprocity agreements with other states, thus allowing you to work in those states, after paying a fee and taking a class and or exam, California does not (save Nevada).If you plan to operate in CA but have access to alternative markets then It may be worth the effort to become licensed elsewhere.

One of the many ways I use to to acquire properties that have been advertised for tax lien auction is to go directly to the property with the tax sale lien notice.If the house if vacant, I start my search for the ownerI try to make an offer to buy it or control it subject to re-sale by public auctionI sometimes make an offer to buy while doing a joint venture with the seller (I call it a hybrid offer)There are times when the owner just forgot to pay the taxes, or intends to pay them later or just buying some time until the property is sold or refinanced.If it is occupied, I just tell them that as a private service I wanted to inform them that they have rights during the tax sale procedures (I explain their rights and what options they have), many times the owner appreciates this information and may later call you to make an offer.I realize that while on my way to the tax lien property that I will be driving pass hundreds of other properties where I may see a FSBO or a vacant house that might be a prospect for me.I understand the Universal Law a Reciprocity and how it works, to give freely of your service or advise, the law says you will be rewarded sometime in the future when you don't expect it.Helping other is something you can feel good about.Being active in the field is the best way to find good deals (better than letter writing).
