replacing the tub is probably the best thing you can do, and get a big vanity with a cabinet mirror so people can put their stuff.

Our experience in Jackson with section 8 does not mirror yours.. plenty of those tenants trashed our houses and just took their voucher to the next house.. the housing authority wont pull it for those reasons..

In any case, the CAFR is really only going to tell you the health of the local government, which may or may not mirror the community at large depending on how well it is managed and the economic philosophy of that town.
