They can be a bit annoying and definitely trip up out of state investors, but generally they are looking to curb out of state/area investors who buy in Cleveland and don't maintain their investment properties.

So I need to borrow a term from Larry David and curb my enthusiasm. 

That will help my pocketbook the most in the long run, I think—prevent damage and incrementally improve curb appeal.

I have considered that, only working with wholesalers as to possibly curb some of that since the wholesalers would be the ones actually negotiating with the seller or maybe I will only stick to REO or Auction properties for now until I become more comfortable with the process.

Seeing photos and a good written evaluation takes away any infatuation I may have had with a house that seems like a good deal and has great curb appeal.

For example, road construction will cost a certain amount for the ground work and pavement, but if your zoning/planning board requires you to add curb and gutters and/or sidewalks, the cost could almost double.  

@Osamede Edokpolo, I generally look at the areas amenities, schools, crime, and the general upkeep or curb appeal of the neighborhoods.
