Mobile Home Park dev cost

Good morning BiggerPockets!

I'm looking to see if anyone has recent development costs for developing a mobile home park. I've read and dug around and come across the number of $15,000 - 20,000 per pad, but it feels like that data is out dated. I also understand that not many jurisdictions are allowing the construction of new mobile home parks.

What has been y'alls experience?

I'm also interested to hear what people have seen as a cost per pad for utilities, grading, paving, etc.

I am just starting to look at adding between 10 and 25 pads to one of my parks right now.
