I would be cautious about looking for the “best” place because like everywhere else they have both advantages and disadvantages and I believe it’s up to you to determine what is “best” for you. 

One disadvantage would be energy efficiency of the exterior wall system.

Having an attendant there has its advantages and disadvantages.

There is some underlying fundamentals that translate to analysis for markets anywhere in the country, but in all my travels across the US and world, I have found every market is unique and has unique opportunities, advantages, hurdles and disadvantages.

Sure.....in a hot market, having this inspection contingency in the contract MAY be a disadvantage.....but it offers you complete coverage and an easy "out". 

You cannot go wrong with either option all have advantages and disadvantages.
