I think your theory is right, it's an indirect way to limit evictions or slow them down by making getting a license as hard as possible (and hopefully inexperienced landlords just give up on getting one.  

At the same time you show everyone (indirectly) that you flip, and thus buy houses.

You might want to clarify if they are even willing to give you that cash because it sounds like they want to buy a property and indirectly benefit you.

"Risk" is a vague term - so for the sites really what they need to disclose is facts - do you own a direct participation in the loan or is it indirect.
