In Washington State, if we deny based on information from a consumer report (such as credit report, rental history, etc.) we are required to also to give them an "Adverse Action Notice" (RCW 19.182.110 & RCW 59.18.257) that states the reason.

Without a legitimate license, my understanding is that you will have a difficult time getting through adverse situations as a landlord such as evictions/ejectment because you are essentially running an unlawful operation.
