I own 3 houses in Birmingham, AL, where it often takes 4-6 weeks to place a tenant just because the Section 8 administration is so slow with their processing.

It just depends on which one you believe is more important.If your primary concern is first-year return, buy in a declining market like Cleveland, Detroit, or Birmingham.

I have searched all the forums and can not find anything on anyone discussing the different areas of Birmingham.
