Go through the motions with him and allow him to apply, then deny him because either you found someone better in the meantime, or tell him you are continuing to collect applications before making a decision. 

What really set my investment train in motion was the nomad strategy where I would move every year and just put 5% down on each purchase while making my prior house a rental.  

@James FowlerI agree with the two posts above...follow through with the eviction process that was already filed and in motion.  

Consider installing motion lights and/or security cameras.

They had pipes burst in the winter two years ago, so they were especially keen to install the temperature sensors and water sensors (in addition to all the standard entry sensors, motion sensors, etc.)  

At this point I've put into motion to retain a different PM and I did finally get my rent.

Maybe the nest smoke alarms as well and make it all uniform.

It's legal to make up your own house rules as long as the rules are uniform and not related to any age, race, gender, religion  etc....
