The caseworkers there that handle the Section 8 tenants are really good and you can talk to them about a reasonable plan to encourage the current Section 8 tenant to find another place if they won't pay the higher rent you'd like to get.

You are owned by your tenants because you are unqualified to deal with tenant issues.These people are professionals and anything you do to attempt to appease them or encourage them to leave will not be successful and will only be used by them to draw out their stay in your property.
