You shouldn't put other siding over it as you'd have to "disturb" it to drive the nails/screws but you can paint it like normal.

Working while tenants are present is aliability waiting to happen, if they step on a nail or break a leg because there is a 2x4 laying around, they're not going to sue themselves for negligence.

Only thing I have a problem with is that he may have not been polished enough to know his numbers and repair costs along with the prices other investors are willing to pay in certain locations.
