Look, if I wanted to blame Bush for stuff, I wouldn't have brought up the TSA...I would have brought up the $2T spent on ridiculous wars, the $700B spent on public healthcare (Medicare Part D) and the $1T spent on bank bailouts (TARP).

The biggest sectors of Philadelphia's economy are education and healthcare, so with its close proximity to both UPenn and Drexel, and an easy commute into center city; I see it as a desirable place to live, that will always have student rental demand and can cash flow reasonably from day 1(although you may need to look on the outskirts a bit).
