I received a quote from a broke that mentioned it will be ~$30k/unit (seems high), which should include adding washer and dryer units to the apartment. 

I believe this can be taken care of with bleach and a power washer.  

It would be 2   2 bedroom 1 bath units no living room with kitchens and indoor washer and dryers in each unit Any thoughts of which is a better way to go ? 

Will be adding w/d to the appliances I provide in unfurnished/newly rehabbed units.  I also provide fridge/stove/microwave which I am ok replacing/repairing as needed.  W/D will be used/refurbished and I'm looking for...

The washer/dryer combo went out on us and flooded all levels; we are the top unit, all while we had a heat wave! 

In one year, if we execute the plan of installing a washer/dryer in each unit the cash flow will be crazy.
