It's not my business model, but having anyone live outdoors like an animal in the USA when they hand out Section-8 to illegals upon arrival is a hard pill to swallow.They need to sort the homeless into short term vs. forever types.Steer the help to the short-term helpable when they need it, and publicly house the "more eccentric" types out in the county away from civilization.Maybe have a poor farm where they can plant gardens to feed themselves if they are able...something to keep them busy.It would give all of them someplace to live indoors at least.This street begging/tents on sidewalks thing is Un-American.Just my 2 cents

You will also likely need street/sidewalk closure permits at different points in the jobUtility Taps- Water, Sprinkler, Sewer, Power, Gas, Cable (this is likely negligible as the cable company should do it for you)Excavation/Foundation- Are there buildings on either side?

While we have not had anything this dramatic we have had cleanouts leak sewage onto city sidewalks that was caused by the city digging up the street but they still made us responsible.

I would've like to make my case of being grandfathered in for the simple fact that the previous owner (whom is close to 80 years of age and self managed as Owner Occupied for over 35 years) had tried in the past:  1st - To reduce taxes because it's listed as a 3 & 2 but then the tax site has it as 6+ and when the old man had them visit the buildings they seen 7 mailboxes that USPS installed( so he decided to stay shut and not pursue it) 2nd- The 2 family already had 3 gas meters and even a fire escape because the 3rd floor studio apartment only has access thru back door.The front building has 4 gas meters, 1st floor, 2nd floor, 3rd floor and one for the front Studio apartment (which is like a basement apartment) but its street level with main entrance off sidewalk
