Calculating Expenses For Rental Properties

Hello, I have a question about when expenses are paid by the investor and when expenses are paid by the tenants. Expenses such as water, sewer, garbage, gas, electricity, lawn care, etc. What governs over who is responsible of paying these?

The lease.  

Look to local norms to see what others do in your area.  Look at comps, call on those homes and see what is / isn't included for the same type of home you have.  After 4 or 5 calls you should have a solid idea what local norms are.
