The city will likely want an engineer to sign off of the plans stating what type of footers exist, the amount of rebar in place, fiber mesh, etc. in my experience building, unless you have the pre-existing homes plans and can still build that home according to current standard, it's likely a liability and could be a negotiating tool.

Yes Obamacare does have income limits for subsidy etc. for low coverage insurance.There is a cut off date for pre-existing conditions being end of March this year.
