empty lot with preexisting slab

My father and I did our first direct mail campaign last week and we received our first call today.  The person who called has a lot that has a slab from a house that burned down.  The lot is now empty, but still has the concrete slab and driveway.  If I were to purchase the lot what would be the best thing to do? Tear out the existing slab and start over completely, or try to rebuild the same house that was previously there.  Any idea what it would cost to tear out the slab and start over?  Thanks for your help in advance.
