Start by examining population growth, as cities or neighborhoods with steady increases in residents indicate a thriving area with potential renters. 

You can examine the recorded mortgages and this is a good way to see who is financing the local projects.

If you examine the data you'll be able to see if rents in your market have rebounded since then or are they still depressed .

The stats can easily show a high occupancy rate if it's an under served community - which makes sense if there's laws against it.
