In any event, Inspectors and appraisers are observing/inspecting current conditions and giving an approximate opinion on the life span of whatever they are looking at.  

My other concern would be to pay the PM two rent-out fees in a short time span. 

I said agents because I have used many over the span of 2 years, not signing agreements thankfully.

In my particular area, rent for a 3 bedroom SFH in a C or B- neighborhood has gone from ~$550/mo to ~950/mo in the span of a bit over a year.

Then I would utilize these tools of knowledge over the span of a year which would leave me another year of implementing my new found knowledge and flipping one or two houses depending on how long the first one takes.

I know I can look this up in the County Records, however I have multiple counties that I am spanning and I usually end up with dead-end leads for LLCs that I can't find an owner to, or deceased owners, etc. and it is very time consuming to find.Long story short, I can pay a Virtual Assistant to take the time to do it, however I assumed there has to be a service that exists which if I give it an address(or list of addresses), it can come up with the Owner(s) Name, Current Address, Phone Number, Email, etc.

Also I have a pretty short attention span, and the shorter-duration projects sound more appealing then, say, buy-and-hold rentals.
