You charge them for restoring the property to its original condition when they move out. 

I thought you rented to visiting scholars which to me would mean you are getting people for 4 months at a time and you block the rest?  or

Tenant shall be responsible for the restoration and cleaning of common areas (interior and exterior corridors, patios, lawns, lounges, lobbies, etc.) if necessary after each use.

And it sounds like it's either a multi-family property that you will live in one part of and rent out the rest or perhaps you intend to rent out rooms in your rehabbed property?

Deal: Purchasing property for full asking, and also agreed to pay $13.5K due to association for concrete restoration assessment currently underway.Situation:Last week I was informed that the condo association had a meeting where the current concrete restoration assessment was discussed.

This has really restored my faith in that I may be able to continue in my Real Estate journey.

I am not happy about this, as I feel that the tenants damaged the property and should be responsible for the cost to restore the counter to its original condition or the cost to replace the damaged areas.
