I would be happy to look at the specific address and give you my opinion, however typically I try to stay away from flood zones unless the property has a high elevation. 

They may have advance notice of re-maping.You may want to check the proximity of the property to the nearest High Hazard zone and the difference in elevation.

My guess is you are dealing with counter review staff, but your engineer needs to elevate this to senior staff who can make an alternative decision.
