The Wake county property cards don't have DOG DOOR or FENCED BACK YARD attributes.

I attribute this to patience in the leasing process and care in screening tenants.

However, if you have ever bought a house at auction (@Hal Thompson has so I'm sure he'll concur), or seen the inside of a just foreclosed house before the bank has had it cleaned out - well, there are lots of owner occupants (not just renters) living in conditions that are similar, and attributing the situation to substance abuse is just stereotyping and might not be quite true.

The other $25k+ of over budget items was attributed to additional stuff discovered during the remodel.

The $2500 is attributed directly to the income value of the equity not the income value of the property.

I don't think this is directly attributable just to the oil market (and all the recent lay-offs) yet, but that isn't going to help.Out in your neck of the woods (Wasilla) they've built over 300 multi-family units in the last year.

There is dissension on whether this is required for support animals, but go ahead and ask.Use a standard and defendable process to pick the most qualified candidate using legal attributes so that it is clear why one applicant was declined vs. accepted.  

Any ideas on what's the most sought-after attributes for SFH (bedrooms/bathrooms) in the area?  

Change your screening process to screen those attributes out.  

In addition you have $700.000 in equity sitting in the property that you have not attributed any return on. $700.000 invested at 5% would return $35,000 per year in income.
