If your renters are native to that area and have never had A/C they wont be expecting it and thus is an unnecessary expense for you. 

Do recall, 9/11, 2 war fronts, balloon popping in the finance world all had an impact on the economy which has been improving or rebounding, some facets react quicker than others, you can't turn a battleship on a dime like a jetski.

I have circumstantial evidence, which is enough for me to feel compelled to react.  

A loose work piece in a miter or sliding miter saw can develop a mind of its own faster than you can react.
