Fact is if a person is going to be a financial success, it's is not a matter of IF but a matter of WHEN as it pertains to lawsuits, it simply happens, that's life, someone will try to crew you at some point and time, if your doing enough business.   

You still market on long-term rental sites, still screen the applicants, use a written lease, collect a deposit, and follow the laws pertaining to long-term rentals.

In late 2018 prices and market conditions were a bit different but notably the majority of current restrictions and regulations as it pertains to vacation rental permissions were essentially non existent. 

The entire issue of "morality", as it pertains to this matter is ludicrous.

The Mills they would never do that otherwise they get black balled and no one will deal with them.. but johnny lunch bucket logger... they would cut you out in a heart beat. however most owners would honor the sanctity of contract even though there was no laws or rules pertaining to timber harvest contracts....

I am here in VA and my understanding regarding the code you posted, is pertaining to a move in inspection report within 5 days after move in regarding problems they may notice after move in for the landlord to rectify- that is how I have interpreted it with my tenants.
