In WA we do not need to process the applications in order.I determined my criteria and what attributes I wanted in a tenant and developed a scoring system.

Both on the contractors end because they know they will continue to get business, and from the management teams end because you won't know what the bill was supposed to be so they can upcharge again.Since you have already been in contact with your tenants, I would call the tenant for whom the $750 bill was attributed to and see what kind of plumbing issue they had. 

The $2500 is attributed directly to the income value of the equity not the income value of the property.

Therefore, the 1500 to 1600 would eat into any rental increase attributed to the renovation.What are your thoughts on this?

Applicants gain and lose points for certain attributes, none of which are discriminatory.  

Of course the obvious other attributes is how much they bark, and how they are with other people (remember, normally other tenants live in the same building!)

Then at least you are attributing a return on the dead cash (including any appreciation) with a return equal to your prevailing mortgage rate. 

Just FYI, the property values were skyrocketing  prior to the announcement of the stadium, it's just being attributed to the stadium at this time.  

Although it occasionally happens, you usually do not get a tenant candidate with a great credit score, no debt, incredible income, good neighbor skills (add your list of perfect tenant attributes here) on your first showing.
