I don't know Springfield city politics at all, but I imagine it's conservative overall so I doubt you'd see rent controls, eviction bans, punitive tax raises, disbanding police, etc. like you might in more liberal urban centers.

Also, in some states (my state of PA) there is a legal process that will allow people to claim property through the courts when there is no living owner or known descendant. 

Fortunately, that worse case scenario rarely happened, since when the resident died, the relatives often descended on the rental unit, gained access somehow, took what they wanted and left, leaving unwanted personal property behind.The CURRENT LawFlorida Statutes 83.59 defines when a manager has the right of possession of the property.

I'm a deep cover agent with the super secret board of realtors police force and we are in a van with a swat team down the street from your home, drop everything and run now and you might get away!

And I'm worried my community will suffer because my local schools, police departments, fire departments, social services, road repair crews, graffiti abatement crews (this is LA, after all), adult education programs, job placement programs, etc., will receive less funding.So this tax abates my fears.
