Clearwater / Indian Rocks Beach are quite a bit more flexible in STR regulations from what I can research online and get back from the city but St Pete really is the star of the show in that area in my opinion.

This will give you time to furnish the unit, get the listing up, and get yourself some 5 star reviews.

If you can reach $60K+ saving in next year, then better to wait and do a much better deal with that money in some of the 4 out of 5 stars neighborhoods in Florida. 

Also the upcoming fall season will probably be the best time to buy we have seen in a year, the stars align, demand is slower, inventory is up and rates has come down a little from the peak.
