Obviously we have been in touch with our lodger who filled us in on the scoop but I was surprised to find very little info on incarcerated California lodgers, does NoLo address this and in either case what are the obligations of the owner(s) who rented to the lodger who is now incarcerated indefinitely as far as security deposit, notification of repossession of rented premises, and the handling of personal belongings?

Cap Ex 5% - I figure this is a minimum to put away for the big items you know are coming...eventually.Management 10% - While I plan to manage the place myself, I also want to be able to hold indefinitely and know that if I take my REI where I plan to I will eventually remove myself from property management.Assuming the same 25% down and financing with a  30 yr fixed @ 5%, I get ~$120 monthly cash flow (not even my minimum of $100 per unit).

Stephanie was homeless with 6 kids and after running into her and talking for a few minutes she also told me she was not only living in a homeless shelter but had what’s called a Department of Social Services Voucher which means she can move into any apartment and the landlord will be fully paid every month through a county program indefinitely.

I don't know which ones they are, but rapid appreciation/cost rising without commensurate wage increases (or rabid influx of outside money) won't be sustained indefinitely without a correction.
