Depends on budget really but, if you want to be in the heat of the movement, stay north, thats where the money is going.

I almost at a point where I don't even bother with home inspectors.Some other common issues with older houses, particularly if you will be renting:  lead paint, asbestos, mold (although I find older houses are leaky enough that, as long as the roof drains well, air movement through the building is good and prevents moisture buildup), steep staircases, narrow hallways.But you MUST MUST MUST do a walk-through with an experienced contractor (one who specifically has experience renovating older houses/buildings) prior to placing an offer.

The rate was .75% less than the 30 year fixed but there was not a cap to the movement after 5 years.

I'd bring these items up, very gently and kindly ask that you be granted a waiver - you lost a lot of money when they told that you couldn't rent years ago when in fact, maybe you could have?

I had a realtor friend helping me, but little to no movement has been done. 

That discount as well as the vintage of the loans insulates the fund, in a sense, from fluctuation in market rates rising and falling.There is a correlation to investor desired returns and prevailing market interest rates and returns however in general the closer you are to market returns via market interest the more sensitive the investment would be to rate movement.
