Each PHA (Public Housing Authority) starts with the HUD FMR, then tweaks it for their area/region.Here's the latest pamphlet I could find on the payment standards for Los Angeles County.  

HUD has a Fair Market Rent amount, but the local public housing authority (PHA) may tweak that number a bit.  

You need to have a conversation with your rental agency to see what type of background check she did on this particular tenant and how she verified her data, and tweak the process if necessary.Best of luck-Ravi

Laws get tweaked every year and your local divorce/injury/criminal/bankruptcy attorney is not going to be on top of it.

Establish a good policy for these things up front to avoid discrimination, and tweak as the need arises.

Uncollected rent is probably gone.Get possession, CYA, get it re-rented and consider tweaking your lease agreement terms as well as asking for a co-guarantor, where possible, in future.

Obviously, the contract would need a little tweaking to accommodate such things but that is not all that hard.
