I just learned today Richard Roop and his company were shut down by the State of Colorado last year for alleged Ponzi scheme and securities charges.

If the only way one can sell something at his alleged "retail price" is by offering financing to people who would not otherwise be able to obtain financing, he is by definition charging more than retail price, and is a price gouger.
